Prison educators frequently ask 'What works?' because they have not had access to the literature of their field and the history of what has been proven to work. This essay outlines the four best documented versions of what has been proven to work, and the nine program elements that they all shared. These elements are: (1) pedagogy/andragogy continuum; (2) vocational education; (3) social education; (4) cultural education; (5) shared responsibility; (6) inclusion; (7) technology; (8) access to a library resource; and (9) configuration of administrative services.

This paper on prison education in the United States of America (USA) comprises three sections. The first section examines some of the major characteristics of the criminal justice system in the USA and provides a context for the following sections of the paper. The second section summarises the historical development of prison education over the past two centuries and identifies some of the issues of prison education professionalisation. The final section reviews some of the links between the education of prisoners and local educational institutions.
