The 21st century is a critical time for human development, particularly for economically developing countries. Employing a new theory of information, authors discuss several of the tradeoffs that arise for (1) a nation-state's sovereignty and (2) its education capacity-building when aligning production preferences of higher education directly with the global information market. With Cuba as a lead example, this chapter explains the processes by which the expanding structure of international institutions generates information costs onto a nation-state's system of higher education, effectively shifting the fulcrum of decision-making from the local (closer to the people) to the global (further from the people). The logic and structure of collective action in Modernity has been the nation-state. Attenuation of nation-state sovereignty, by markets or by politics, is a weakening of freedom that threatens to conflict with three key principles from the Treaty of Westphalia (1648): (1) nation-state self-determination, (2) equality between nation-states, and (3) non-intervention of nation-states into the internal affairs of other nation-states.
