This report presents the conclusions of the assessment of training needs for community service workers within local government in New South Wales (NSW). The report focuses on key problem areas and on the main contributing factors that are currently generating those problems. Potential options for constructive actions and specific recommendations where relevant are made for each of the six identified issues: (1) a structure for training; (2) training needs; (3) structures and processes within Council; (4) establishing effective communication within Council; (5) conditions of employment; and (6) relationships with state government departments. The report consists of seven chapters plus appendices: Chapter one: Gaps, issues and recommendations; Chapter two: Background to the study; Chapter three: Local government community services in other states; Chapter four: Council profiles; Chapter five: Perception of training needs; Chapter six: Tertiary education in NSW; and Chapter seven: Inservice training in NSW.
