The increasing complexity and rapid technological change of the American economic system has brought about changes in occupational requirements. The need [for] skilled manpower has never been higher. In the coming years, the United States will have a larger number of young people entering its labor force than at any time in its past. These young people must be trained in the skills required to obtain jobs in order for the nation's employment goals to be reached. Increasing technological change will also require the retraining of present members of the labor force if unemployment is to be kept at a minimum.

This study is concerned with the role of formal educational programs in meeting the training needs of the United States. More specifically, it examines the role of public postsecondary vocational-technical training in preparing manpower for the labor force. The purpose is to determine the extent to which public postsecondary vocational-technical education leads to success in the labor market.
