Abstract:

Partners in a learning culture is Australia's national Aboriginal and Torres Strait Islander strategy for vocational education and training (VET) from 1999 to 2003. The strategy was developed in several stages, in order to provide for extensive consultation with a wide range of Indigenous and other stakeholders. This has resulted in Indigenous ownership of both the consultative process and the resulting strategy.
