The series of papers presented in this document will report on component one of a two-part project designed to describe and analyse the major characteristics of the market for vocational education and training VET) in the Northern Territory (NT). A second component will explore methods of extending the impact of the NT Government's substantial annual investment in training and the possible outcomes that result from this funding mixing with other financial sources. The underlying theoretical principles that are the basis for particular reforms, programs, policies and goals will be identified in order to determine internal inconsistencies, congruence or potential areas of support or resistance associated with proposed courses of action developed by the Department of Business.
The six papers are as follows: (1) description of the current VET market in the NT and its attributes; (2) an analysis of the efficacy VET in Schools outcomes as a major market attribute; (3) the alignment of the current scope of major registered training organisations with existing government priorities and the current round of skills reforms; (4) the policy implications of centralised planning and purchasing of training places; (5) the interaction of industry demand and individual consumer choice; and (6) a political-economic-social-technological analysis of the 16 skills reform areas.
