The New Apprenticeships Incentives Programme (NAIP) provides financial incentives to employers who take on and train New Apprentices (apprentices and trainees). Payments are made when a New Apprentice commences his or her training and when they complete and, currently, at a progression point for the higher level qualifications - Australian Qualifications Framework (AQF) 3 and 4. A review of the Programme was announced as an election commitment to ensure that the Programme is as targeted and as simple to communicate to employers as possible. Consultations were held in all capital cities and some regional centres as part of the review and written submissions were received from a wide range of interested parties. The issues raised in the consultation process are outlined in Part D. One of the key issues identified included the difficulty in administering the progression payment and various suggestions about how it could be simplified. There were also numerous comments about the treatment of group training organisations for incentives purposes and a generally held view that they should be treated in a similar way to other employers. There was widespread support for extending the Disabled Apprentice Wage Support to trainees as well as apprentices. The Minister announced the outcomes of the Review in September.
