This short paper has been written to explore some of the issues that may arise for both policy development and for the actual delivery of apprenticeships, in terms of both volumes and quality, as policy moves from the developmental Trailblazer stage towards the mainstreaming of new apprenticeship standards, programme designs, assessment and certification systems, and funding models and protocols.
