This report addresses areas of critical importance in new training arrangements designed to improve relevance and responsiveness. The capacity of vocational education and training provision to cater for the full diversity of its clientele, including women, will be a major determiner of the ultimate success of the new arrangements. This report gives a brief outline of current reforms in vocational education and training (VET). National VET access and equity policies are reviewed and information on women's participation is provided. The purposes and uses of standards are reviewed and factors influencing decisions about standards of development are discussed. Standards development within the context of training packages highlight the potential pitfalls and benefits for women. Critical points needing intervention are documented and a number of recommendations aimed at enhancing gender inclusiveness and quality of competency standards within the context of overall VET policy frameworks, the New Apprenticeship system and training packages, are included.
