Abstract:

This document reviews what was currently known about skills passports with a view to developing the specifications for a skills passport system for Australia. Consultations with key stakeholders revealed mixed interest in implementing a skills passport system, the interest being tempered by a recognition of the need for implementation to be judiciously phased and carefully managed to ensure that benefits are realised by individuals and employers. A case is made for government support and funding in the establishment and maintenance of a skills passport system.
