Development of performance measures: report of the Advancing Quality in Higher Education Reference Group

The Department of Industry, Innovation, Science, Research and Tertiary Education (DIISRTE) is consulting with the Australian higher education sector, business and students on the development of measures for student experience and quality of learning outcomes for use in the MyUniversity website and to inform continuous improvement by universities. The Advancing Quality in Higher Education Reference Group has been established by DIISRTE to provide advice on the implementation of the performance measurement instruments and the Australian Graduate Survey (AGS). The group is made up of representatives from the higher education sector, business and student groups, who have been selected by the Government in consultation with Universities Australia. The group has considered the discussion papers, submissions and feedback from roundtable meetings, and has prepared a report which includes a series of recommendations concerning the development of performance measurement instruments. In summary, the recommendations support: the independent and centralised coordination of a suite of government endorsed performance measurement instruments; the further development of the University Experience Survey and its administration among all Table A universities in 2012; the development of a redesigned Graduate Outcomes Survey and its inclusion in the suite of centralised performance measurement instruments; and the development of a survey of employer needs and satisfaction with graduates as part of the suite of government endorsed performance measures, commencing with a literature review and scoping study to inform timelines for the development and implementation of this survey.
