Author: Lundberg, David

Abstract:

This paper outlines the training reform agenda and discusses a conflict of policy principles between competition and cooperation. The author recommends that some of the presently inarticulate policy premises of the training reform agenda need to be spelt out more clearly to resolve this conflict.
