The purpose of this strategic audit was to identify issues related to the quality of the delivery and assessment of the Certificate IV in Assessment and Workplace Training across a range of registered training organisations (RTOs) in Victoria. The central importance of the competencies to the vocational education and training (VET) sector is evidenced by their integration into the Australian Quality Training Framework (AQTF) Standards for registered training organisations (RTOs). The qualification is also identified as an area of high risk at both state and national level. The quality of training and assessment systems and the level of compliance with the AQTF Standards for RTOs varied across providers. For instance, providers were struggling to meet the requirements of the AQTF Standards for RTOs, often due to lack of knowledge or from not having adequate documentation to support practice. A consistent lack of knowledge in terms of what constitutes a quality training and assessment system that supports delivery rather than ‘just’ complies with the AQTF was evident across a number of providers.
