Abstract:

An important aspect of the new national system for vocational education and training will be its enhanced client focus, particularly the emphasis on industry needs. In addition, Ministers have identified specified 'target groups' of individuals whose needs have not been adequately met in the past. This paper aims to describe the national system planning processes and attempts to outline how these processes might be better used to address the needs of individual clients from target groups.
