Equity in Victorian VET: State and Federal Government policies and programs

This first 'State of Equity' paper constructs an overview of government policy and program coverage as the first step in analysing the extent to which the range of State and Federal Government policies and programs meet the education and training needs of disadvantaged groups in the community. This first 'State of Equity' paper constructs an overview of government policy and program coverage as the first step in analysing the extent to which the range of State and Federal Government policies and programs meet the education and training needs of disadvantaged groups in the community. This research is designed to support the Office of Training and Tertiary Education (OTTE) to make informed decisions about purchasing and priority setting in relation to groups who are at risk of social and economic disadvantage. Based on this overview, the paper identifies focus and gaps in government programs and key groups of learners and potential learners who require further assistance and support. It identifies current shortcomings in the availability of information on equity programs and policies in [vocational education and training] VET and proposes options to improve data collection and analysis to promote more comprehensive, effective and efficient support for equity groups in VET.
