This Ministerial Statement outlines the Victorian Government's plans to position the state as the national leader in skills development and most importantly secure the jobs that will deliver a strong future for all Victorians. It introduces new programs to help both individuals and businesses access a skills system that responds to their needs and demands by offering more choice and new funding models. The Statement commits $316 million over four years to deliver broader and more responsive training options for both individuals and business, provide an additional 172,000 training places for Victorians and further strengthening Victoria's world-class TAFE network. Key features include: (1) the establishment of a Victorian Training Guarantee. This Australian-first initiative, gives people the entitlement to access Government-subsided training at any time so long as they keep moving up the qualification scale for skills; (2) the creation of up to 172,000 additional training places; (3) funding the hiring of an extra 900 teachers and 500 non-teaching staff; (4) supporting greater student choice – by enabling eligible students to train at either public or community providers, including a much broader range of private providers; (5) creating the opportunity, for the first time, for students to access finance to study in TAFEs and private RTOs; (6) boosting the workforce and IT capacity of the TAFE and Adult Community Education sectors; (7) giving businesses support to make the training system easier to access for their workforces; and redesigning the system to make VET easier to navigate for students and business.
