Human capital reform: report of the COAG National Reform Initiative Working Group

The National Reform Initiative (NRI) Working Group, chaired by the State of Victoria, included representatives from the Commonwealth, all States and Territories and the Australian Local Government Association (ALGA). The Group focused on possible reforms in the area of human capital as part of a broader national agenda to promote workforce participation and productivity. This would be achieved by developing the capabilities of the nation’s human capital through improvements in health, education and training, and work incentives. This report proposes a new agenda for national reform. Sections two to four consider the three reform priorities: health, education and training, and work incentives. In each of these areas, the link to productivity and participation is discussed, the key challenges and focus for reform are outlined, and proposed measures of progress are identified. Section five proposes a framework to support governments in implementing reform and measuring progress and elaborates on the reform objectives. Show less
