This is the main report of a consultancy review commissioned by the Australian National Training Authority (ANTA) of the implementation of the national training reforms then under way. This is the main report of a consultancy review commissioned by the Australian National Training Authority (ANTA) of the implementation of the national training reforms then under way. These policies comprised the so-called National Training Reform Agenda. The policies included: (1) the development of a national system offering national registration of training providers and accreditation of training courses and national recognition of qualifications; (2) a general move to competency based training, national competency standards generally on an industry basis and national curriculum; (3) efforts to develop a more diverse and competitive training market; (4) the introduction of new entry level training arrangements under the umbrella of the Australian Vocational Certificate training system; and (5) measures to promote access and equity, including extending access to structured, publicly recognised training throughout the workforce and recognition of skills acquired through prior learning. The four main sections of the report cover the fundamental objectives of national training reform, the present reform approach, the question of the success or otherwise of the present reform approach, and recommendations about what should be done to improve the implementation of reform and achieve fundamental objectives.
