Abstract:

This report suggests that while there are many worthwhile projects addressing entry level training, the essential reality is that the directions taken by these projects have been determined with little basis in research. Researchers' reports, suggestions, recommendations and warnings notwithstanding, changes of direction in this area have been largely politically determined. The report reviews what has been learned from research, identifies research gaps and shortcomings in statistical collection, and offers directions for future research.
