Who needs reports?

Abstract:

This article looks at the plethora of official reports that have led the technical education of twenty years ago to the VET sector of today. These include: the Kangan report, the Kirby report, ‘Skills for Australia’, the Deveson report, the Finn report, the Carmichael report and ‘Working nation’. The author briefly discusses the Training Reform Agenda as basically a series of policy statements with no clear overall strategy, and suggests that there is a need for a report such as Kangan which will draw all the components together and offer a clear vision.
