All societies develop institutional arrangements for the delivery of education and training for work in order to produce a skilled labour force. This study analyses concepts, curricula, delivery patterns and assessment of three program formats: functional literacy, workplace literacy and technical vocational education, as well as interactions between them. The policy perspectives on education and training for the world of work are also presented.
