Torino Process 2012: Ukraine

The Torino Process was launched by the European Training Foundation (ETF) in 2010 and is a biannual participatory analytical review of the status and progress of vocational education and training (VET) in the ETF partner countries. The aims are to acquire current knowledge about policies and their outcomes in a country, and to strengthen ownership, participation and the evidence base of policy formation.

This report analyses the vocational education and training system in the Ukraine in light of the Torino Process. The population of the Ukraine is both shrinking and ageing but there is a high level of mortality among the working age population. Increased migration of skilled workers is also a problem. A decrease in the number of skilled tradespeople is leading to severe labour shortages with some industry forecasting that they will be able to fill less than half the skilled positions in the near future. This leads to a need for a comprehensive and efficient vocational education and training (VET) system. Progress made since the 2010 Torino report includes: (1) improvements to the legislative and regulatory framework; (2) improvements in VET economic efficiency and quality; and (3) better alignment of the system to European approaches.
