Economic growth in South Africa depends on engineering capacity to provide state-of-the-art, safe infrastructure for service delivery. At the same time the new democracy needs to address transformation. This monograph explores current capacity to address these challenges. The document begins by considering the broader international context, and drivers for change for engineering professionals in the South African labour market. This is followed by an analysis of the current employment situation and employment trends, and a discussion of the professional milieu. The next section provides the educational context for engineering professionals, including a discussion of various engineering programs, the accreditation process, challenges for higher education institutions, issues of student access and mobility or articulation, training by further education and training colleges, and through learnerships. Participation by women in engineering is discussed, touching on issues such as factors influencing engineering as a career choice, barriers in the labour market, graduation and employment trends and strategies to enhance female participation in engineering. The document concludes with a discussion of progress achieved, challenges still to be addressed, and possible interventions and recommendations for meeting challenges.

During 2010-2012, the Human Sciences Research Council (HSRC) and the Development Policy Research Unit (UCT) with funding from the South African Department of Labour (DoL), conducted an evaluation of the progress made in skills development since the implementation of the National Skills Development Strategy II (NSDSII) in March 2005. The research covered three thematic areas: (1) the impact of skills development on placement of learners upon completion of their program; (2) the impact of skills development support on large, medium and small firms as well as on government, Black Economic Empowerment (BEE) firms and cooperatives; and (3) progress evaluation on support to high-level scarce and critical skills for both workers and unemployed learners.
The outcomes of this study of the impact of skills development support on small, medium and large enterprises, BEE enterprises, and BEE co-operatives were to be a review of the literature on BEE firms and BEE co-operatives, particularly from a skills development perspective, and a National Skills Survey (NSS) of training in private enterprises in 2010. This report is the outcome of that impact assessment. More specifically, the study focused on objective two of the NSDSII, 'Promoting and accelerating quality training for all in the workplace, in particular, three of its success indicators. Show less

During 2010-2012, the Human Sciences Research Council (HSRC) and the Development Policy Research Unit (UCT) with funding from the South African Department of Labour, conducted an evaluation of the progress made in skills development since the implementation of the National Skills Development Strategy II in March 2005. The research covered three thematic areas: (1) the impact of skills development on placement of learners upon completion of their program; (2) the impact of skills development support on large, medium and small firms as well as on government, Black Economic Empowerment (BEE) firms and cooperatives; and (3) progress evaluation on support to high-level scarce and critical skills for both workers and unemployed learners. This report contributes to the outcomes of the third theme. This technical report is one component in a larger study of the impact of learnerships and apprenticeships. It specifically focuses on describing the vocational education and training supply side, the patterns of registration and completion of the population of learnerships and apprenticeships, drawing on official databases. The overall objective of the research project reported on in this synthesis report was to measure the impact of the learnership and apprenticeship systems as they support employed and unemployed learners in the acquisition of skills to enter employment.

In post-apartheid South Africa, skills development policy, learnerships and apprenticeships are key policy mechanisms intended to enhance employability in an inclusive manner, to equip unemployed young school leavers with skills, and to upgrade the capabilities of those already employed. This policy brief focuses on the positive performance and potential of the learnership and apprenticeship systems, based on a large-scale longitudinal study covering the period of the National Skills Development Strategy II (NSDS II) – 2005 to 2010.
Using a pathways approach, the research yielded evidence of the positive extent to which these systems equip young people with the kinds of skills required to access the labour market, albeit in small numbers relative to total youth unemployment. The policy brief goes on to highlight ongoing systemic blockages. It furthermore proposes policy interventions that will allow for future expansion of enrolment, access and success, so that learnerships and apprenticeships can become viable institutional routes in the national postschool education and training system.
