This report sheds light on promising lifelong learning practices in 11 countries in the Southeast Asia region. The report comprises three main sections: a reflection on lifelong learning in international and national documents, a collection of good practice drawn from the countries' national reports, and a set of common recommendations across these countries. It is hoped that these recommendations followed by guiding questions will stimulate policy dialogue in the region.

Like all workplaces, National Statistics Offices (NSOs) need to build the capacity necessary for their staff and particular circumstances within the overall global requirements for NSOs. International organisations which offer training in official statistics may advise on courses, but NSOs organise ongoing training programmes and frameworks appropriate for their staff and needs. In addition, programmes or training units developed by or with NSOs often provide training for other government entities in their countries. In some regions of the world, regional training centres support NSOs in training their staff, mainly by helping to identify needs and supply training.
This report describes an investigation into how training is organised at NSOs and, where appropriate, how they are supported by regional training centres to build the capacity they need. Training offered by NSO's in countries where the NSO is not well established often lack systematization. It is often ad hoc and focused on what is available rather than the specific skill needs of the staff. Training also suffers from lack of prioritization. In countries where funding is tight, training is often deprioritized at the expense of competing needs. In these contexts, staff must rely on their own motivation and initiative to obtain training because they do not often have comprehensive training at their fingertips.

This study of subregional economic cooperation emphasises that by cooperating among themselves, the six countries of the subregion can provide a policy and infrastructure framework that maximises the returns on public and private investment. This publication presents the findings of Phase I, and suggests future directions for Phase II of the study. (See also TD/APSDIN 39.03 for the proceedings of the conference held to discuss Phase I and the outset of Phase II).
Findings include that there is a severe shortage of funds, resulting in the poor state of the subregion's infrastructure, with the most urgent need in the transport sector and the energy sector. Improved telecommunications and environmental concerns need to be addressed. Greater trade and investment within the subregion will result from subregional initiatives in transportation, telecommunications, energy, environmental regulation and human resource development. Foreign investment is required to jump start the process of economic development. Show less

The renewable energy sector employed 11.5 million people, directly and indirectly, in 2019. Renewable energy employment has continued to grow worldwide since 2012, when the International Renewable Energy Agency (IRENA) began to assess it on an annual basis. The solar photovoltaic (PV), bioenergy, hydropower and wind power industries have been the biggest employers. The bulk of global jobs relate to modern energy use, but the 2019 estimate includes jobs tied to the use of decentralised solar PV to expand energy access in parts of Sub-Saharan Africa and in South Asia. The majority of these jobs are still held by men. The share of women in the renewable energy workforce is about 32 per cent, compared to 22 per cent in the energy sector overall (IRENA, 2019a).
Key findings include: (1) Most jobs have been created in a small number of countries, but employment benefits are showing up more widely, especially through the deployment of solar photovoltaic (PV) technologies. Asia accounted for 63 per cent of total jobs in renewables globally; (2) The solar PV industry retains the top spot, with 33 per cent of the total renewable energy workforce. In 2019, 91 per cent of global PV employment was concentrated in the ten countries that lead in worldwide deployment and in the production of equipment; (3) Driven by output growth of 2 per cent for ethanol and 13 per cent for biodiesel, biofuels jobs worldwide expanded to 2.5 million. Production expanded robustly in Brazil, Colombia, Malaysia, the Philippines and Thailand, all of which have labour-intensive supply chains, whereas output in the United States and the European Union fell; (4) Employment in wind power supports 1.2 million jobs, 21 per cent of which are held by women. Onshore projects continue to predominate, but the number of countries with offshore farms now stands at 18, up from 10 a decade ago. Supply chains are expanding; (5) Hydropower has the largest installed capacity of all renewables, but its growth is slowing. The sector employs close to 2 million people directly, many in operations and maintenance; (6) Building the skills base necessary to support the ongoing global energy transition from fossil fuels to renewables requires more vocational training, stronger curricula, more teacher training and expanded use of information and communications technology for remote learning; and (7) The [Coronavirus Disease 2019] COVID-19 pandemic reinforced the importance of strong policy frameworks for renewables to achieve social, economic and environmental objectives.

The [Association of Southeast Asian Nations] ASEAN TRIANGLE Project (ATP), funded by the Government of Canada, aims to increase labour rights protection and decent work opportunities for women and men migrant workers in the ASEAN region. Under this project, in order to fully engage employers' organizations in the ASEAN processes on labour migration, an action plan was developed for the employers' component. Initially, five priority areas were decided on as part of the action plan, including skills matching and mobility, hiring of migrant workers, occupational safety and health, forced labour and human trafficking, and non-discrimination. This report consolidates the background papers and policy position papers drafted for and agreed upon through related workshops aimed at strengthening the voice of employers through the ASEAN Confederation of Employers (ACE) for four of the five priority areas. The fifth workshop on non-discrimination will be held in early 2016.

The Fourth Industrial Revolution refers to a set of highly disruptive technologies, such as artificial intelligence (AI), robotics, blockchain and 3D printing, that are transforming social, economic and political systems and placing pressure on leaders and policy-makers to respond. The paper discusses the huge benefits these technologies will bring, such as empowering SMEs and creating new ways to connect citizens to healthcare. Equally, it will bring tremendous challenges, such as deep disruption to jobs as AI and advanced robotics undermine both manufacturing and services jobs. The region will need a new approach to policy and governance to help it navigate these technologies, which do not recognize national borders. This research report was suggested by the World Economic Forum's ASEAN Regional Strategy Group. The report was written and researched jointly by the World Economic Forum and the Asian Development Bank (ADB).

Increased migration between Asia-Pacific countries and the rapid pace of regional integration are leading to increasing calls for quality assurance in technical and vocational education and training (TVET) qualifications. The third International Congress on TVET held in Shanghai in 2012, for example, recommended the development of guidelines to assist Member States in this process. To this end, UNESCO Bangkok with Asia-Pacific Member States developed this set of guidelines. The guidelines focus on the quality assurance of TVET qualifications based on findings from 13 country studies. The study was carried out through a participatory process involving consultation with Member States to best respond to their diverse contexts and needs.
The aim of these guidelines is to propose principles and indicators that can assist Member States in optimizing their quality assurance mechanisms for TVET qualifications. They provide a framework for documenting, developing, monitoring, evaluating and improving the currency and comparability of certificates, diplomas or degrees in TVET. Member States are strongly urged to make efforts to implement the guidelines as appropriate to their specific national contexts.

Adult basic education has grown into a priority area of policy and action for economic, human and sustainable development. The World Bank officially recognises that no amount of growth can be sustained without basic education for young people and adults. UNDP [United Nations Development Programme] report on human development is explicit about the relationship between development and raising adults’ basic education level and has included basic education as an indicator of a country’s development. In the Asian region, initial attempts in adult education were primarily focused on imparting basic literacy skills. While these programmes and policies met with some initial success, programmes lacked sustainability, and relapse into illiteracy by learners posed a significant problem. Adult basic education is more than literacy. It also includes the competencies, knowledge and expertise needed to improve living and working conditions and meeting the collective needs of the local community. At the same time literacy is no longer spoken of in abstract terms but in terms of its context, use and different meanings. The reference guide details some of the institutions and delivery modes in the administration and coordination of adult learning policies and programmes. It represents therefore only a modest starting point for discussions on best practices, future directions, challenges, and achievements in adult learning in the Asian context.

In Myanmar, according to the National Education Strategic Plan (NESP) 2016-2021, the four-year Education College curriculum has been developed and implemented, in line with the pre-service teacher education reform. In the new curriculum, the Lesson Study (LS) model is integrated into the practicum. LS is an effective teacher professional development practice that originated in Japan and is becoming popular all over the world today, suited to both pre-service and in-service teacher education. The LS concept has been introduced to the Myanmar context since 2011 through international training projects and there are two LS research projects which focus on the impacts of the training. However, there is no follow-up research which explores teacher educators' understanding of LS and their LS practices after the training projects and there is no research related to the integration of LS into pre-service teacher education. This study explores the LS experiences and perspectives of teacher educators who have to take the responsibility of integrating LS into pre-service teacher education with the aim of assessing their readiness for that. Eight teacher educators from six Education Colleges in Myanmar participated in this qualitative research project. Semi-structured interviews were conducted for data collection. The results reveal that teacher educators are already familiar with the term 'LS' through the former LS projects. Moreover, the findings show two dimensions of teacher educators' lesson study experiences; namely, lesson study experiences as a tool of professional development and as a tool of teacher training. They have positive perceptions about the integration of LS into the practicum but it is still challenging for them.
