Victoria's adult community and further education (ACFE) sector delivers community-based skills and education programs to individuals and across communities. The sector comprises over 350 not-for-profit providers spread across the state. By delivering vocational education and training programs spanning the pre-accredited and accredited qualifications spectrum, each ACE provider is working to meet the diverse skill, economic and social needs of individuals and businesses within the community. The Victorian Government has long supported ACE providers and recognised the importance of ensuring Victorians can choose to access the quality community based education that ACE providers deliver. This policy builds on the Government's ongoing commitment to this sector of education and training. The policy: (1) anchors ACE providers as an important part of a new skills system so that Victorians can continue to have the option to undertake quality skills and training programs in community settings; (2) articulates a vision so that ACE providers can capitalise on new opportunities and build on their record of meeting the skill needs of individuals, businesses and communities; and (3) delivers a framework within which the Government will continue to support the sector in the years to come.

A computerised Grant Management System (GMS), a module known as the Grant Application Wizard, is being implemented in Regional Councils of Adult, Community and Further Education (ACFE). Using this module, applications for funding can be completed, forwarded to Regional Councils by email, and saved for the applicant's own purposes as a Microsoft Word document. The AccessACE project was designed to encourage the uptake of alternative delivery models by adult and community education (ACE) organisations and in doing so improve their capacity to deliver a greater variety of programs to individuals and small groups in a highly flexible manner. The primary objective of this project was to identify and investigate sustainable models of blended delivery that support flexibility and access to education for priority learner groups in ACE across Victoria. This guide summarises the experiences of ten managers and ten teachers across ACE in Victoria who participated in the AccessACE project by trialling various blended learning strategies using information and communication technologies (ICTs) within their Adult, Community and Further Education (ACFE) Board funded courses.
