This project, based in south east Queensland, acknowledged the presence of non-English speaking background (NESB) women in low paid, unskilled or semi-skilled positions. The issue of information and access to vocational education and training (VET) programs was identified as a significant factor in restricting greater training participation rates for women. The project found that there is a need for ongoing and continued intervention and developmental work to increase the participation of and equitable outcomes for NESB women in the VET sector. Recommendations included: the development of local community training plans at community, regional and industry level; the allocation of resources to allow evaluation and further research on effective training models that respond to the VET needs of NESB women; and the development, under the Australian Recognition Framework (ARF), of assessment processes and data collection processes on NESB clients' outcomes. The Queensland Adult English Language, Literacy and Numeracy (QAELLN) Policy is designed to maximise access, participation and outcomes in the vocational education and training system by providing access to English language, literacy and numeracy provision for potential and existing participants. The rationale for developing the QAELLN Policy encompasses the following economic and social arguments: Improving Australia's international competitiveness hinges in part on the success of its vocational education and training system to deliver the required level and range of workforce skills; and The ability to access and participate in vocational education and training programs has a positive impact upon an individual's life choices, particularly regarding employment, and contributes to reducing social dislocation.
