Migrants' ability to leverage their skills in new labor markets can increase the development potential of migration. Policy makers have experimented with labor migration programs to address skill visibility or skill recognition across borders, but results have been mixed. The authors found that skill value goes beyond skill visibility: for migrant workers to find jobs, employers must not only recognize their skills, but they must also be willing to hire them for those skills. This paper explores policies countries can adopt to maximize the development impact of migration and the requisite features of a successful migration skill development system. Recommendations on how to enhance migration skill development programs to meet the labor market needs of a rapidly changing global economy are included.
