This report proposes how best recent research contributes to VET policy deliberations within the Victorian State Training System. It addresses, firstly, the system's intents and the changing context in which these intents are attempting to be secured and secondly, the identification of emerging trends. Such an analysis makes it possible to be informed about the likelihood of current policy achieving those intents, as well as offering potential improvements and alternatives to those policies. This paper reports on the findings of a major study of flexible delivery options for the recreation and retail industries in Queensland. One of the major outcomes of the study was a best practice framework for industry-led flexible delivery. The article discusses and analyses the following aspects of the framework: (1) a business planning approach to industry; (2) development of an industry training infrastructure; (3) industry focused curriculum practices; and (4) customised delivery of training and assessment practices. The first part of the paper examines: (1) how the workplace reform agenda (including enterprise agreements) is bringing both flexible delivery and professional development in from the margin of organisational operation; (2) how flexible delivery based professional development has the potential to positively impact productivity outcomes; (3) how flexible delivery based professional development has the potential to corrupt productivity outcomes.
The second part deals specifically with flexible delivery issues for the professional development of TAFE teachers and trainers. Issues addressed include: (1) how do we actually describe the TAFE enterprise in the 90’s, and hence those TAFE teaching competencies necessary for the effective conduct of TAFE core business?; (2) what are the appropriate flexible delivery driven teacher training responses to this environment?; (3) what are the ‘new’ skills for flexible delivery required of TAFE teachers and trainers?
