This paper describes the methods employed by technical institutes in Hong Kong to maintain academic standards. It begins by outlining the organisational structure within which the technical institutes operate. A brief description is given of the main learning resources currently available at the technical institutes. The paper then describes how a new course is introduced and its curriculum determined, how students' achievements are assessed, how teaching staff are assigned, and how teaching performance is evaluated. Procedures for the investigation of low pass rates are outlined. Show less
