This paper describes a DfEE funded project that aims to develop guidelines for organisations on managing learning in the workplace. The initial phase of desk research and interviews was used to draft a set of conditions and factors that appear to be critical to the success of both formal and non-formal work-related learning. The second phase is the development of three demonstration programs with partner organisations. The project is continuing and the three programs are in different stages of development. This paper is an attempt to draw together some of the background thinking with the emergent guidelines as they are being refined and tested through the programs. Show less
