This paper: (1) explains the meaning of 'skills' and some of the theories about the relationships between skills, employment and earnings; (2) investigates the likely impact on income inequality and poverty of improving the skills of the population in the UK; and (3) presents a new framework to assess the impact on income inequality and poverty of future changes to the distribution of skills and qualifications. The Joseph Rowntree Foundation (JRF) commissioned this paper as part of its programme on the future UK labour market, which aims to understand the links between people's skills, the labour market and household income to develop coherent strategies to minimise future poverty and inequality in the UK.

The [Coronavirus Disease 2019] COVID-19 pandemic has disrupted the provision of childcare and early years and led to a change in parental demand for childcare, which in turn has affected the financial viability and business planning of settings. This report uses data from the 2021 Survey of Childcare and Early Years Providers (SCEYP) and qualitative interviews with early years providers in England to examine and explore: (1) the size and demographic composition of the early years' workforce; (2) staff qualifications, hourly pay and weekly hours; (3) factors associated with recruitment and retention in early years settings; (4) providers' decision-making regarding staff costs and business models; and (5) issues faced by the early years sector arising from the COVID-19 pandemic.

Improving skills among the workforce is seen as fundamental to achieving a more competitive economy and maintaining productivity. Using data from the British Household Panel Survey this report investigates how projected improvements in skills levels in the UK economy between now and 2020 will affect rates of poverty and income inequality. The report: models the impact of skills on the probability of employment and on earnings derived from employment for working-age people; uses estimates from these models to predict the distribution of earnings, and simulate the distribution of net household incomes, likely to arise from the distribution of skills by 2020; and predicts the levels of poverty and income inequality likely to be engendered by the different distribution of skills.
