This study was conducted in four phases. In phase one, documentary research identified trends in economic and social development and human resources policy in Lithuania. In-depth interviews were held with managers of private businesses in three sectors with good prospects: food industry, information technology and tourism. For phase two, a pilot survey was conducted of 30 businesses to refine the questionnaire; then the administrative staff of 270 businesses in the same three sectors were interviewed. The third phase presents the results of the interviews, discussing and disseminating them at both regional and national levels. This report constitutes the fourth phase.

The social and economic development of Lithuania largely depends on the development of small and medium-sized enterprises. This survey is based on the assumption that, to survive increasing competition, companies must try to expand their markets and introduce new technologies. The key question for this study is, do their managers take any human resources measures to resolve the difficulty? The survey shows almost half the managers provide no scope for training. Over the past two years, mostly in information technology (IT), the number of training days per employee has risen. According to managers that offer it, training is mostly induction for new recruits or related to innovations. The findings of the study show that nearly two-thirds of the companies, many of them in IT, assessed staff training and development needs at least once. For Lithuania, these results are good although such assessments are usually fairly irregular. Show less
