The Eurotecnet program was initiated in 1990 and finished in 1994. Its objective was to promote innovation in the fields of basic and continuing vocational training, taking account of current and future technological changes and their effects on employment, work and the necessary qualifications and skills. Although not directly financing projects, the program was concerned with the networking of innovative projects in vocational training and undertaking research on specific themes, such as the learning organisation, key qualifications, training of trainers, and the development of innovative training systems. The program produced more than 70 publications. Projects were grouped into four areas: (1) innovative training needs analysis with a special focus on key qualifications; (2) transfer of innovative methodologies for the planning and management of training in the framework of human resource development; (3) training providers as innovative service centres for enteprises; and (4) innovative pedagogical approaches and methodologies. Tangible results of the program included: tranferable products, innovative tools, training programs, and a products guide and compendium of project innovation. Dissemination activities were organised at the Member State level and the European Community (EC) level. The program contributed to innovation in vocational training through the facilitation of transnational partnerships between projects and through synergy with other EC programs. Show less

Section I of this monograph sets the general context of the activities designed for Articles 126 and 127 of the Treaty on European Union (EU) under the Socrates, Leonardo da Vinci and Youth for Europe III programs. It looks briefly at the implementation of the programs and at future prospects. Sections II to V outline the Treaty, the Community institutions, committees and authorities and the cooperation with other international organisations. Section VI describes in more detail the community programs and activities from 1994 to 1996 including general education, vocational training and youth programs. Section VII describes Council directives and objectives in the recognition of qualifications, education and training, research and technological development, environmental education and training, consumer education and training, equal opportunities for men and women and the educational integration of disabled people. Section VIII presents the various programs for the European Free Trade Area; Central and Eastern Europe; United States, Canada and Japan; non-EU Mediterranean countries; Latin America; African, Caribbean and Pacific (ACP) countries; and South Africa. Section IX, in conclusion, comments briefly on the experience gained through the European Year of Lifelong Learning and stresses the need to transform the emerging information society into an instrument which is conducive to individual development and to equal opportunities.

This publication contains reports and analysis of the characteristics of continuing vocational training systems in the fifteen Member States of the European Union - Austria, Flanders (Belgium), French-speaking Belgium, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Luxembourg, the Netherlands, Portugal, Spain and the United Kingdom, plus Norway, the United States and Japan. European participants were required to submit national reports on the situation of continuing vocational training and on major developments and perspectives in the area. There are also contributions from America and Japan which provide the opportunity for comparison and transfer to other economic blocs. The information is presented in a consistent form for each Member State report and there is a list of authors and a list of published national reports appended.

This publication provides a comprehensive overview of initial training. To be in a position to design, monitor and evaluate training policies effectively, decision-makers need reliable, comprehensive, detailed and comparable information on the training for young people. In order to meet this requirement the Directorate-General for Education, Training and Youth (DG XXII), the Statistical Office of the European Communities (EUROSTAT) and the European Centre for the Development of Vocational Training (CEDEFOP) planned this publication. It is a compilation of statistical information and qualitative types of information derived from comparable publications at the European level. The interaction between the two types of information enriches ways of producing the knowledge needed for political action. The vocational education and training (VET) system descriptions are extended to cover the whole European Economic Area, but since there are no real VET programs in Liechtenstein, this country is not mentioned in this publication. This magazine aims to provide a coherent and succinct view of the European dimension in the areas of education, training and youth. It is published twice a year in June and December and is available in English, French and German. This issue reports on the e-learning initiative that emerged from the Lisbon European Council held in March 2000 at which European Union government leaders agreed on a strategy for the next decade. Other areas covered include culture, audiovisual policy and sport, international cooperation, training, youth, education and citizenship.
