In May 2000 the Federal Institute for Vocational Training [Bundesinstitut fur Berufsbildung] (BIBB) conducted a follow-up survey of advertisers in the [information technology] IT sector. The basis of the study was 20 000 job advertisements which were collected in July and October of 1999. Approximately 240 full-time job announcements were recorded for the IT sector. These were analysed in quantitative and qualitative terms and formed a pool of addresses for the survey of advertisers. The findings point to skills needs in the IT sector on the labour market, the skills requirements that were in fact ultimately met by those hired for the job and the new occupational areas emerging in the area of IT. Research being conducted by the Federal Institute for Vocational Training (BIBB) as part of the initiative for Early Identification of Qualification Needs of the German Federal Ministry of Education and Research (BMBF) includes analysis of job advertisements. The results presented here are based on a representative sample of advertisements for jobs in IT [information technology] and a subsequent survey of the advertisers. Qualification and skill requirements for new recruits to this highly innovative activity are very demanding. Employers are mainly looking for highly specialised personnel. Although the posts on offer usually stipulate graduates of universities or specialised colleges of higher education, employers in fact put more weight on specialised knowledge and experience than on paper qualifications. Besides specialised knowledge, soft skills, such as the ability to work in a team and to communicate well, are indispensable for successful applicants. The rapid pace of innovation in the IT sector means that new employees must be willing to undergo regular further training. The difficulty employers encounter in finding personnel with the appropriate skills is reflected in the fact that about a fifth of job vacancies remain unfilled six months after being advertised. Employers describe the lack of combined specialist and soft skills as candidates’ principal shortcoming.

The [Federal Institute for Vocational Training/German Institute for Employment Research] BIBB-IAB qualification and occupational field projections describe the labour demand and supply development until 2030. This discussion paper includes the underlying data, methods and assumptions of the third wave of the long-term BIBB-IAB qualification and occupational field projections ([Qualifikation und Beruf in der Zukunft] QuBe project). Taken into account in the present third wave was the increased future net immigration as a consequence of the European economic crisis. In addition, empirically founded dynamic interaction processes between labour supply and demand by qualifications and occupations have been modelled for the first time. On the demand side, for example, the available occupation-specific labour supply in persons and hours is taken into account when determining wages for the respective occupations. On the supply side, the advantages of the two hitherto applied supply models BIBB-FIT and BIBB-DEMOS have been combined in one supply model and the wage elasticity coinciding with occupational flexibility has been estimated at the same time.
