This document forms part of a series that was launched in 1967 and is intended to (1) document changes in education policies and their effect on the requirements of educational planning; (2) analyse recent issues in educational planning; and (3) raise awareness of planning methodologies. This document covers the planning and implementation of learner-centred adult literacy programs, and is intended for those responsible for literacy programs. It highlights national, regional and local planning processes which lead towards an integrated bottom-up and top-down planning approach. The document discusses (1) issues that impact on the planning and implementation of literacy programs; (2) the decision making processes involved before planning begins; (3) strategies for implementation and management of the program; and (4) characteristics of sustainable literacy programs.
