The 2004-2010 State Training Sector Strategy Framework is a major development for the State Training Board. This is the first time the Board has been empowered to establish, in collaboration with the Department of Education and Training, a framework for the vocational education and training (VET) sector that provides the policy context for longer term training strategies. The Framework has emerged from a six-month consultation and research process aimed at giving voice to the broad range of training stakeholders in our community. The Framework supports the priority given to improving outcomes for the Indigenous community, placing greater emphasis on the individual and on training for sustainable and competitive industries. It recognises the importance of the partnership approach to education and training with industry, government, empowered communities and the individual all participating. It seeks to place education and training at the centre of economic and social change and places VET as the equal of schools and the universities in empowering the individual to make a difference. Section one provides the context within which training strategies for the future are to be developed. Section two responds to the contextual issues identified in section one with six themes for VET in 2004-2010. Three strategic themes set the direction for VET: (1) lifelong learning and education for a changing world; (2) equipping Western Australians for work and the businesses of the future; and (3) contributing to sustainable, competitive industries and progressive communities. Three implementation themes drive change: (1) invigorating and transforming the training sector; (2) committing to innovation and the integration of technology into the workplace; and (3) realising the potential of the individual and of social diversity. Six key strategic priorities for VET in Western Australia are identified: (1) increased retention rates; (2) improved and easier transfer between VET and universities; (3) increased number of apprenticeships and traineeships; (4) a strengthened TAFE WA network; (5) supported jobs growth; and (6) better career guidance and preparation for employment.
