The aim of this project was to identify, develop and implement strategies to improve vocational education and training access and outcomes for young people who were deemed to be at risk of dropping out of school, or if they had already left school, of becoming long term unemployed. The focus was to first identify barriers that might preclude a particular category of youth from successfully participating in mainstream vocational education programs. And secondly, to design, develop, co-ordinate, conduct and evaluate a pilot program to address the difficulties and barriers experienced by 'at risk' school-based youth and recent school leavers in either the Town of Kwinana or City of Rockingham. The program outcome was to provide the youth with access to vocational education and training and employment. Barriers that were identified as impeding short-term success in mainstream learning programs involved both personal and systems issues.
