The operation of the Act and Fund have raised considerable concerns in the industry, which have been highlighted in this review. The review has considered the problems and the extent of the changes needed to make the levy and fund effective. The conclusion is that the BCITF Act has not been an effective mechanism to promote training in the industry and that there is no need for the Act to continue. The review considers that the levy should be abolished and that the Act should be amended to enable the Fund residual to be effectively used for the benefit of training in the building and construction industry. As well as the establishment of a fund to support industry training priorities, the review considers that an investigation should be undertaken into apprenticeships in the industry, particularly in the light of the changes in the National and State training systems.
