The Special Ministerial Conference of Training held on April 28, 1989, committed all States and Territories to work towards the introduction of a competency-based training (CBT) system. Agreements reached since the 1989 conference have established a target of substantial implementation of CBT by 1993. This discussion paper was initiated in response to queries from the college system about the implementation of competency-based curriculum. The paper is in two parts. The major component is a background paper that discusses issues related to the implementation of CBT. The second part provides procedural information for the operation of CBT in the college system.
