The objectives of the National Vocational Education and Training (VET) Strategy 2004-210 (indexed at TD/LMR 85.685) and the national goals for schooling place emphasis on social justice issues of equity, employability and access to education and employment. This paper provides a brief overview of participation in education and training of Indigenous and non-Indigenous persons. It also presents estimates of the average expenditures in the major sectors of education and training. The National VET strategy and the National goals for schooling support the education and training of those who have special educational, employment and other needs. It is affirmed that schooling should be socially just so that all students have access to the high quality education necessary to enable the completion of school education to Year 12 or its vocational equivalent and that provides clear and recognised pathways to employment and further education and training. VET will help increase employment and business development opportunities for Indigenous people and communities, which will provide a foundation for greater economic independence. VET will be enriched through an exchange of cultures. Indigenous people will be enabled to create and adapt vocational education and training products and services in order to exercise their rights to positive learning environments for their communities.
