The Office of Training and Further Education in Victoria is providing a framework and key tools to assist all State Training System organisations to become more responsive to customer needs to ensure the continued growth of the sector into the next century. To achieve this, the OTFE in partnership with stakeholders, is developing a Quality Management Framework reflecting the devolved nature of the STS and building on the diverse range of approaches to quality assurance and improvement adopted by organisations. A series of pilot projects were established to test the view that the Australian Quality Awards model for evaluating excellence in organisations is applicable to all STS organisations. These pilots were completed in December 1997. These three volumes cover the results of the pilots in private training providers, industry training boards and group training companies.
