The Victorian State Training System recognises that small business form a significant sector of the training market with a diverse range of training requirements. The challenge is to provide high quality training delivered in a way which suits small enterprises and is economically viable. This report summarises research undertaken in 1997 into the outcomes of VET for employers and students. The research focussed on small to medium size enterprises. As national surveys have identified differences in perceptions of VET when comparing the responses of small to medium size enterprises, the research described in this report explored these differences using a qualitative approach.
