- Trends in vocational education and training: a supplement to Strategic Directions for Vocational Education and Training

The Strategic Directions document (TD/VIC 42.21) outlined the State Training Board's medium to long term plan. It established five directions or themes around which the work of the STB and the Office of Training and Further Education were to be organised. At the request of the State Training Board, further analysis of trends which underpin Strategic Directions for Vocational Education and Training was conducted. The major conclusion of this report is that the themes of the original strategy remain valid and appropriate. There is, however, a greater urgency that vocational education and training systems confront some major strategic choices. These drivers of change within vocational education and training include: (1) the tailoring of training more to individual students' and employers' needs; (2) the continuing demand from government for cost efficiency; (3) the development of communications technologies and their application in VET; (4) the continuing move to the training of `operative' level employees in enterprises (5) increased desire by enterprises to link training more closely to their business strategy; and (6) increased demand for VET in secondary schools.

The publication of this document represents the first statement of broad directions by the newly constituted State Training Board. It is intended to provide a strategic framework to inform, encourage and support people in the State Training System who meet the challenges faced. It will also increase understanding in the broader community about the major changes underway in vocational education and training in Victoria. Areas covered include the context for vocational education and training strategy, the role of government, government reforms and policies, the scope of the training system and State Training Board mission and strategic directions and outcomes.
