This booklet has been written for teachers, heads of department and planning officers who are about to embark on an evaluation of their TAFE program. It assumes little knowledge of or experience in evaluation. For TAFE staff wanting to involve themselves in larger evaluations, a simple and logical evaluation model has been developed. It is called an open model of evaluation so as to emphasize two characteristics: the need for evaluators to consider many options while deciding purposes, techniques, hypotheses, etc. when planning and doing an evaluation; the need for evaluators to be open in their dealings with audiences and participants. The model is portrayed in flow chart form with two major categories of stages: planning and doing. Examples are provided so as to explain in practical terms what is meant by the particular stage; but also to avoid the problem of being locked into one particular theory of evaluation.
