In January 1993, the Minister for Tertiary Education and Training commissioned a review of Industry Training Boards (ITBs) pursuant to the Victorian Government's tertiary education and training policy. This review adopted a systemic approach to developing its reform program for ITBs. The review considered not just the ITB network itself, but also identified a framework of key imperatives that would significantly influence the development of ITBs over the next decade. A few of the key recommendations were to clarify and simplify the role requirements of ITBs to focus primarily on the production of a quality training plan and the promotion of training within industry, for industry to generally develop a more strategic planning approach to industry development, especially as it relates to industry training and a need for the Office of Training and Further Education to improve management and support arrangements with ITBs. The review has endeavoured to develop a change program that builds upon the strengths of the existing ITB network while seeking to address perceived problem areas.
