This publication considers the need for structural change within the economic and social contexts projected for the next decade. It proposes a range of principles and criteria to be considered when implementing structural change. It provides background information against which the issues involved in structural change can be further discussed and options developed, and provides key interest groups and participants in the system with a role in the development and adjustment of the network of TAFE colleges.
