- Alternate routes in initial teacher education: a critical review of the research and policy implications for Hong Kong

The authors use Hong Kong's policy on initial teacher training as a case study of the relationship between international trends and local policy, providing insights into policy formation. Initial teacher training has traditionally been provided by higher education institutions in most countries. In recent years, the number of alternative pathways have grown in the US and the UK. University-based routes have also been criticised as a barrier to entry to the profession for capable candidates. It is argued that these trends have had a significant effect on initial teacher training policy in Hong Kong. Untrained teachers met shortfalls in teacher supply until 1997, when government policy required all new teachers to hold degrees and be professionally trained. This policy was short-lived and the authors argue that there is substantial evidence that policy has been influenced by international trends in alternative pathways.

Over the past two decades, the People's Republic of China has undergone significant transformation in its economy and its education system. The authors provide an overview of the changes in Chinese teacher education during the transition from central control to devolved management and decision making, and from a planned economy to a socialist market one. Two areas are considered. The first is how institutions of higher and teacher education respond to the challenges presented by this changing environment. Many higher education institutions in the US are offering their courses online and teachers are facing a number of challenges associated with pedagogical changes, different relationships with students, and the need for redefining their role. Higher education institutions are operating in a climate that demands measurable goals and mandatory accountability. - Developing a 'feedback cycle' in teacher training: local networking in English education at Keiwa College

Keiwa College is a small liberal arts college in Niigata, Japan. It has developed several on-campus and community-based teacher training programs to assist students in the Department of English and Communication teacher education course and in-service English teachers in the area. Students are provided with opportunities to watch classes in action, gaining classroom experiences both on campus and in local schools before they start their teaching practice. Local English teachers can undertake practical workshops to further develop their English proficiency and their teaching skills. These interactions between the college and the community are referred to by the authors of this chapter as the 'feedback cycle'. They describe some of the programs they have developed for the feedback cycle over the years.

In this paper, the author explores the current situation for teachers and teacher education in Vietnam and analyses international aid projects operating there to provide support to teacher education. Current educational reforms have been heavily influenced by world trends and it is important for teachers to learn new methods of instruction. A significant proportion of international assistance has been targeted at strengthening teacher education in this direction. - Teacher induction across the Pacific: a comparative study of Canada and Japan

The author begins this chapter with an overview of the educational system and an assessment of higher education in both Canada and Japan, then compares and evaluates their provision of teacher induction. Educational reforms to enhance the role of teachers are proposed. Canada provides well-developed pre-service teaching programs but provides no support to graduates in their first year of teaching. In contrast, Japan provides a comprehensive internship lasting for a year and serving as an effective apprenticeship induction model focusing on assistance rather than assessment.

- Development of primary English education and teacher training in Korea

English was introduced as a compulsory subject in elementary schools in Korea in 1997. This resulted in the acceleration of English teacher education for this level. The training curriculum was reformed to meet the objective of enhancing the students' oral communication in English skills. In addition, English Teacher Assistants were introduced to enhance classroom discussions in English. The author examines the characteristics of English education in relation to the Japanese situation, which is said to be behind that of Korea. National differences in social background and various approaches to equal opportunity are examined. Problems with early English education in countries such as Japan and Korea where English is not used in daily life, are identified.
