This report represents an effectiveness and efficiency review of training for people with disabilities provided by specialist training providers (STPs). In the report, rehabilitative training focuses on the enhancement of an individual's core functional skills, life skills and social skills. Vocational training focuses on the attainment of a predetermined level of competence in a specific employable skill. The terms of reference were to provide: an analysis of operating costs of training service provision; an examination of differences in cost per trainee; a comparison of training services for people with disabilities to similar types of training both nationally and internationally; and recommendations on current and future funding, selection and assessment of applicants, and transparency of finance and operations.
