This chapter looks at the training of migrants in Chongqing province, in China. Many of the migrants discussed here were people displaced from their homes by the construction of a dam in the Three Gorges region. These migrants contributed to a labour force that was trying to make the transition from agriculture to industry. The Chongqing government developed an employment policy to support small and medium sized industries, to develop labour-intensive industry and to provide multi-level skills training.
