This paper sets out the rationale, context and aims of the seminar, and summarises the contributions from speakers and the key themes of discussion. The notes aim to capture the substance of the discussion. At this first seminar Ian Watmore, Permanent Secretary, Department for Innovation, Universities and Skills (DIUS) was invited to take a whole system view of the next phase of reform in the context of new departmental structures and processes and the new political leadership. He was asked to share his thinking on the implications for leadership at all levels of the further education (FE) system and to engage with participants in discussing the changes and developments required in our behaviours.
